not just look at the rust, look at the filter itself......... its BROKEN....... the paper has come undone from the body, making it useless, as in there for looks only.......... sorry about your luck......... change it quick, before the rust makes a mess in the carb........ i have had a bunch of these filters do this, so i’m quick to spot the broken-ness..........
*edit HOSE-CLAMPS for important stuff, not zipties............

The zip tie is excellent, if C. Chapman were here he’d be all pip pip fellow you’ve

oh but do cut the tie short, there’s a gram or two of surplusage there...

I see nothing wrong here, other than the filter looking like it’s coming apart internally
